About the project
Improve learning outcomes for 18,000 students in 30 public primary schools in Panama with two classroom models driven by 2,000 teachers: interactive digital classrooms and, where there is no internet, a RACHEL system, helping to close the digital gap between private and public schools.
Objective
The main objective of the project Education is Power is to improve learning outcomes in 30 primary schools for 18,000 students by introducing two innovative models of classroom and teaching methodology, driven by 2,000 teachers: an interactive digital classroom, and a RACHEL system for areas where internet is not available and is unlikely to be in the near future. It will also contribute to the digitalization of the school system and reduce the digital gap between private and public education in the country.
Project design
These are the activities to be carried out during the implementation of the project:
1. Define the characteristics of the schools and select the schools to be considered in the project (project management team), according to the community assessment. 2. Discuss these characteristics with the Technology Department of MEDUCA to identify 5 schools in each participating province that meet them. 3. Select and agree on the schools in each province with the respective clubs for their future action. 4. Develop and agree on the areas to be covered in the situation analysis with each school and community. 5. Carry out the situation analysis in the schools and communities of the various provinces with the respective Rotary clubs. 6. Develop the job description for the program managers (management team). 7. Before approval, identify the international host and carry out fundraising activities to get the Global Grant funded. 8. Hold discussions about the project with the central and regional authorities of MEDUCA and with UTP. 9. Identify possible equipment vendors, call for proposals and make presentations to the coordinating group. 10. Select the equipment and prepare its purchase. 11. Once the project is approved, meet with central and district authorities and agree on a plan of action. 12. Meet with the educational community in the various regions to discuss and agree on the implementation plan. 13. Purchase and distribute the equipment. 14. Start the first year of implementation and prepare for the following years. 15. Organize the official inauguration of the interactive digital classroom in each province by each club, which helps disseminate the project. 16. Obtain visual evidence of the use of the classrooms. 17. Collect information on the use of the classrooms in each province. 18. At the end of the first year, carry out a satisfaction survey with students and teachers. 19. Select and implement mobile interactive classrooms in hard-to-reach schools. 20. Implement a communication strategy to publicize the project and its impact on children's learning outcomes.
Beneficiaries
The project is expected to reach 30 public primary schools, 18,000 children and 2,000 teachers.
Sustainability
The Ministry of Education, as the institution responsible for education, is expected to continue financing the project's activities as part of its budget. Rotary will also encourage private businesses in the country to adopt a school or aspects of the project to help ensure its continuity. The project is designed to be institutionalized within the structures of the Ministry at the national and regional levels. The communication strategy during implementation is key to giving continuity to the project's activities beyond Rotary's direct intervention. The project is fully endorsed by the Ministry of Education, which takes part in all of its stages.
